4000w on a 1750w rms sub? Why would you want to do that?
Above 2k or so all you'd be gaining is heat in the voice coil and wear on your electrical system.
The pair would have the potential to be significantly louder IMO.
Theoretically you'd only get a 3dB boost because power's staying the same but displacement is doubling.
However, since half your 4k on the single sub wouldn't be producing much (any?) sound I think you'd have a 4-5dB increase.

The theory is, that for twice the audible loudness, you need 10 times the power. A doubling of power only brings you a 3dB hike.
With 2 x 15;'s instead of 1, its not just about the loudness, but about the whole visceral experience car shaking, people sticking finders in their ears, annoying neighbors etc. One might conclude that even on half the power, 2x 15's will feel louder!
The enclosure does matter. I saw one guy who created much the same sound 'Pressure' and with near half the power, just by altering the enclosure design. Still trying to find the link, but it was on talkaudio.co.uk
So I go with the 2 x15's
